About the Role The NYC Department of Parks and Recreation is seeking a seasoned Cyber Security Engineer to lead a comprehensive cybersecurity assessment and enhancement initiative. The ideal candidate will bring deep expertise in cybersecurity frameworks, executive-level communication, and risk-based assessments to evaluate and strengthen NYC Parks cybersecurity program. This is a critical, high-visibility project that involves working directly with various business units and executive leadership to ensure the agency's information security infrastructure meets modern standards and threats. Project Scope and Responsibilities Conduct a full assessment of NYC Parks current cybersecurity posture using the NIST Cybersecurity Framework (CSF) . Review and evaluate existing security processes, personnel capabilities, and technologies across departments. Identify and inventory all IT assets, including hardware, software, and IoT devices , ensuring complete visibility into all network-connected systems. Perform a Business Impact Analysis (BIA) for critical departments: Digital Media Capital Integrated Data Solutions (IDS) Partnerships Media and Education Conduct a comprehensive NIST CSF risk assessment, considering: Current and future business demands Evolving cybersecurity and privacy threats Regulatory compliance and third-party risk exposure Operational efficiency and resilience of cybersecurity functions Deliver a detailed risk report, identifying: Gaps and vulnerabilities Areas of improvement Remediation roadmap Establish baseline hardening guidelines for: Windows 10 and 11 desktops Windows 10 and 11 servers Define security policies to protect OS, applications, and data from unauthorized access and threats. Required Skills & Qualifications 10+ years of hands-on experience in cybersecurity engineering, architecture, or leadership roles . Strong working knowledge of: NIST Cybersecurity Framework (CSF) Center for Internet Security (CIS) Fundamentals Proven experience conducting large-scale cybersecurity risk assessments. Deep expertise in identifying and securing IoT infrastructure . Excellent communication skills with the ability to interact with executive-level leadership . Experience delivering executive summaries, technical assessments, and remediation strategies. Strong understanding of cybersecurity regulations, third-party risks, and privacy controls. Experience with system and network hardening, including Windows OS (10/11) servers and desktops . Certifications Required CISA (Certified Information Systems Auditor) CISSP (Certified Information Systems Security Professional) Equivalent certifications may be considered for strong candidates. Additional Requirements Must provide at least two professional references from clients for whom the candidate has completed comprehensive cybersecurity vulnerability assessments within the past five years.
